Stephen R. Lockley, BSc., FCILT
Stephen Lockley is an independent transport consultant and was formerly Director General of Strathclyde Passenger Transport Executive from 1986 to 1997. He was also the Chairman of the UK Passenger Transport Executive Group between 1993 and 1996.
Prior to then he was successively in charge of highway forward planning, transport policy development and administration with Strathclyde Regional Council. His early career was in highway planning and design following a degree in Civil Engineering at Manchester University.
Stephen was the Chartered Institute of Transport Scottish Branch Chairman from 1996 to 1998 and since then has continued to be active in Institute affairs. He is currently chairman of the Scottish Policy Group, in addition to being an elected member of the Scottish Region Committee.
